No, they are NOT the same thing. A phobia is defined as an irratonal fear, and we usually call diagnose someone who is afraid of being in public as having agoraphobia. An anxiety disorder, onthe other hand, is usually an intermittent problem, i.e. the person has sporadic anxiety attacks while in public, usually in crowded places. It is the less serious of the two.
But either problem can usually be treated with a combination of therapy (usually in vivo exercises, or gradual desenstisation) and medications like SSRI anti-depressants. References : I’m a graduate psychology student
